Add files via upload

'Smart error-tolerant optimization for circumflex in French' has been added for AltGr and AltGr+Shift.

The letters ǚ/Ǚ (u/U with diaeresis and caron) are moved to 'AltGr+Shift+6', followed by 'v/V' (instead of ü/Ü).
(This minor change had to be made in order to prioritize for the above-mentioned error tolerance.)
