Add files via upload

The following letters have been added back to a dead key (diaeresis) :  ơ/Ơ (o/O with horn), ư/Ư (u/U with horn).
The double and single low-9 quotation marks („ and ‚) have been mirrored to "AltGr + \, then ,/<".
